Broken Ps 4 Controller. I had never setup anything in steam for controller support, it had always just worked so I never fussed I with it. The rubber on the top of the analog stick.

It won't do you any good to try and replace it because the part is not readily available. I contacted Sony over the phone and they filed a case number for me after obtaining some information/details. If it doesn't work, you may have a broken controller on your hands.

I haven't been able to find any answers anywhere on google or youtube.
