Note that it doesn't work in GTA Online, script hook disables custom scripts when player goes in multiplayer. I have the same situation and as far as i've seen there haven't been any announcements for an update yet. The only solutions I can think of now are finding a way to downgrade GTA or hopefully wait for a new Scripthook update.

Im trying to find something that will either downgrade my Rockstar games launcher GTA V (not epic games or steam) or update my script hook V?

In order to load asi plugins you need to have asi loader installed, you can download it separately or use the latest version.
